Industry Training

In 1998 the Skills Development Act No.97 was signed into law. This Act formally established Sector Education and Training Authorities (SETA) and in particular, the Transport Education and Training Authority (TETA). TETA is made up of a number of Chambers, the Forwarding & Clearing Chamber being one of these. Other Chambers include Rail, Road and Maritime. There is no separate chamber for Supply Chain Management.

The South African Qualifications Authority (SAQA) Act of 1995 provides for a National Qualifications Framework. Resulting from this Act industry is required to register qualifications and unit standards with the SAQA. Details of these can be obtained from the SAQA website but they are listed below with reference numbers for convenience. You will find that the use of reference numbers facilitates access.

The Skills Development Act requires employers to pay a skills development levy to the TETA, most of which can be claimed back, provided proper training takes place, and certain procedures are followed such as the completion of Work-based Skills Plans and the submission of reports. There are mandatory grants which the TETA must pay to levy-paying companies who complete these requirements. There are also discretionary grants available.

A portion of training spend must be based on registered unit standards and the engagement of accredited training providers. TETA has established a learnership programme for the industry and created a special system to assist Small, Medium and Micro Enterprises (SMME’s). There are two FIATA qualifications, of which SAAFF is the South African custodian:

FIATA Diploma in Freight Forwarding

FIATA Higher Diploma in Supply Chain Management

Introduction

SAAFF is the sole Custodian of the FIATA Diploma in South Africa. SAAFF does not provide training in the curriculum demanded of this internationally recognised qualification and will therefore collaborate with approved Training Providers deemed capable of upholding the stringent standards required.

Purpose

The purpose of this communique is to advise each Training Provider of the requirements for the purposes of further training in fulfilment of all of the training and standards required of the FIATA Diploma in Freight Forwarding. This communique addresses matters from the point’s of view of: the Student; the Training Provider; SAAFF.

The Student

The student must have been employed within the Freight Forwarding Industry at all stages of his/her training on courses/learnerships which aspire to the FIATA Diploma in Freight Forwarding:

The Student must currently be employed by a company that is a member (in good standing) of SAAFF and must remain in the employ of such a member, at the time of final assessment;

Before they can be considered:

Minimum 4 years working experience in the industry with a Freight Forwarding company that MUST be a full member of SAAFF, Must have successfully completed both the Level 3 (Advanced) and Level 4 (Advanced), Learnerships in Freight Forwarding & Customs Compliance, post 2008. Completion of the ‘New modules’, see below. Note:

SAAFF is considering the possibility of allowing Training Providers to develop curriculum on other ‘New modules’ in order to bridge the learning gap that exists between other Learnerships, which are not ‘Advanced’.

Future Work Required – the ‘New Modules’

Successful completion of the following FIATA Modules:

Safety and Security ICT Inland Waterways Dangerous Goods (Not IATA) Also:

Each Training Provider will develop their own material – to the standards required by FIATA, by virtue of the FIATA Minimum standards. No funding is available from the TETA under any of the Grants for this type of training. Fee to be raised for this tuition – at the Training Provider’s discretion. Revision – should be included on all other modules and should ideally be combined with the delivery of the ‘New modules’. Final Assessment

This assessment will be set and moderated by SAAFF against a predetermined Fee per student.

SAAFF examination rules will apply and the assessment comprises two fundamental elements:

Case Study Assessment – based on 2 case studies which account for 70% of the total marks available. 3.5 hours – pass rate 60% Multiple Choice Questions – extending to between 80 and 90 questions and which account for 30% of the total marks available. 1.5 hours – pass rate 60% NB: It is important to note that the final assessment may extend to material covered in all 14 (FIATA) modules.

Supplementary Examinations

Re-writes will be allowed if the ‘fail’ falls within 10% of the required pass mark, in the aggregate, subject to the examination rules.

Only one re-write is allowed within one year of the date on which the student sat for Final Assessment.

The student would be obliged to re-apply after a period of two years from the date of the sitting of the supplementary examination.

Training Provider

In order for Training Providers to be considered as being compliant to the standards required of FIATA, Training Providers must: Submit their course content to SAAFF for local accreditation, as the custodian of the FIATA Diploma in Freight Forwarding. Have within their organization, a person that is duly accredited as a recognized Trainer-of the-trainer program. This person/s must present all material in accordance with the requirements demanded of this program and of FIATA in terms of the FIATA Minimum Standards. The Training Provider may not engage or purport to engage in the provision of such training without having received accreditation in writing from SAAFF.

SAAFF

Once accredited, SAAFF will require a record of qualifying students that are applying to write the Final assessment. The Training Provider may invite a member of SAAFF to address the students on how the examination has been constructed and what it is designed to assess – content excluded. SAAFF will set and moderate the final assessment and will also have a random number of papers moderated by an independent third party for the purposes of objectivity and the highest possible standards. SAAFF will process the issuing of the FIATA Diploma with FIATA in Geneva for qualifying students and will host a ceremony in which they will be conferred – a graduation ceremony – in Johannesburg – which will be held once per annum. Final Assessment Fee

Raised by SAAFF and which covers the costs associated with the Final, summative assessment and includes the cost of the physical Diploma which has to be obtained from FIATA in Geneva.

Fee- R3675.00 per student

Supplementary Examination Fee – R2625.00 per student

SAAFF has responded to the DoT as per the attached. SAAFF has made a proposition in terms of the ownership element of 51%. This would be quid pro quo for DoT accepting the B-BBEE scorecard as submitted by SAAFF to the DTI in June 2016 and to keep the contributor status level as per the current B-BBEE generic code. This is for discussion purposes with the DoT and SAAFF awaits their response.
